The summer signing was a constant threat down the right before being replaced in the second half by Kerr, who received a warm ovation on her Stamford Bridge return from injury.
The Australian striker, still building fitness, made her mark in stoppage time by lobbing goalkeeper Elene Lete to seal the win.
Chelsea manager Sonia Bompastor deployed a back three featuring England defender Lucy Bronze, who completed the full 90 minutes after her own return from injury.
The champions were disciplined and defensively solid, managing the game well despite a spirited showing from London City.
The newly promoted visitors, still adapting to life in the top flight, impressed with their energy and counter-attacks but were wasteful in front of goal.
